Can a weapon carry two modifications with the same trait, such as two Barrels?

No. An item cannot have more than one attached modification with the same trait (ignoring the generic Modification trait), and a weapon can only hold as many modifications as it has bars. Attach or swap them when you buy items or before a mission, never during one.
