Can a figure on one Skiff use abilities other than ranged attacks against a figure on the other Skiff?

No. As written in the Mutiny mission, only ranged attacks cross between the two Skiffs via the ladders; other abilities work only within each Skiff's own minimap. The designer confirmed this reading and added that tables may agree on logical extensions the rules did not cover.
