How does Onar Koma's Rush work?

Rush can be used once per activation, including activations that are not Onar's own (for example when a Massive figure pushes him), and the end of an activation counts as inside it, so Keep Up and Rush can be combined once. It cannot push neutral figures unless a mission says so.
