Can Loku use Set Your Sights twice at the same timing point?
The Rules Reference states the once-per-timing-instance rule, and a designer account confirmed a poster's reading of it.

No. An ability that is 'used' can be triggered only once per timing instance, so Set Your Sights gives one recon token per start of activation (and once more at the end, since that is a separate timing, as 2 strain each), unless a card explicitly allows repeats like Saska's Energy Shield. The designer replied to confirm a poster's summary of this Rules Reference reading.
