Can a hero attack with two weapons at once, and does switching weapons cost an action?

No to both questions. A hero declares one weapon when he declares an attack target, and switching between his two brought weapons is free. The attack pool comes only from that weapon (the hero sheet has defense and attribute dice, not attack dice), and surge abilities printed on another weapon can't be used, though hero sheet and class card abilities can.
