It is mandatory, since the card has no 'may' or 'use' wording and has no errata. It adds Pierce 1 to the first eligible attack in each activation of any figure, hero, ally or Imperial, so it can trigger several times per round. A hero attacking during an Imperial figure's activation can benefit too.
