How do forced missions work, and are they side missions?

No, they are never side missions and have no Mission card. They are triggered by a reward or an Agenda card, played between stages, and recorded in the campaign log's Forced Missions section. After one you do post-mission cleanup but, if it follows another mission, skip the upgrade stages; its threat level equals the last mission's. Buying a forced mission in the Imperial Upgrade Stage skips the rest of that stage.
