In a 3-hero game every hero takes a Heroic Reward card (extra Health), but only one hero holds a second activation token, passing it to another hero at the end of each round. In a 2-hero game each hero takes a Legendary card with extra Health and gets two activations per round. A hero with two tokens cannot make his second activation until every hero has made a first.
