Can an officer give Executive Order to himself, and does Field General's version go to the whole group?
No to both. The intent, per replies relayed from the publisher side, is that Executive Order cannot target the figure using it (errata to align with the Imperial Officer wording), and the Field General exhaust gives the action only to the figure that exhausts the card, because 'you' means one figure. The Twin Shadows errata is cited for the 'you' point.
