Can a surge give Stun, Bleed or Focus when the attack deals no damage?

You may spend the surge, but nothing happens: Blast, Cleave and any condition keyword require the target to suffer at least 1 damage first. The condition is applied after the attack resolves, to the target if it is harmful and to the attacker if beneficial. Recover keywords have no damage requirement.
