In Brace for Impact, who places the reinforcing Rebel Troopers?

The Rebel players place them at the Rebel Barricade, one trooper per neutral token discarded that round. The original briefing did not say who deployed them; the FFG developer replied that it would be revised to read that the Rebel players deploy them, and newer printings do.
