How does the Nemesis Beast allocate damage to bases and my Authority?

Per the Gambit rulebook, each attack uses the minimum Combat needed and takes the first possible option: defeat a player it can finish, else destroy the highest-Defense Outpost it can, else the highest-Defense non-Outpost base it can, else hit the player. It cannot hit a player or base protected by an Outpost. In co-op the team shares one Authority pool.
