Does "destroy target base" need Combat, and can it hit my own base?

It needs no Combat and can destroy a base of any Defense, but cannot reach non-Outpost bases while an Outpost stands. It can name an Outpost. Posters mostly think it may also target your own base but it is optional, so you may decline when the only target is yours.
