Can travel cards like the Lukran Boiler or Full Steam be used outside a Travel action?
The designer answered this directly in 2022.

No. These adventure cards only add movement during a Travel action; they do not replace the action. The designer said to treat such a card as +1 movement, and its wording will be clarified in later printings. The publisher says using the Lukran Boiler at any time was judged too strong, and the same applies to the travel-2 ability card.
