Sleeping Gods
Can I use a keyword in the same explore action I earn it, and do keywords from completed quests still count?

No to both, as the community reads it. A keyword entry usually needs a new explore action, since the rewarding entry ends with Return to the ship. Quests that are completed or lost go to the used quest box, and posters expect their keywords to be inactive. A quest card that carries a keyword stays with you until a story tells you to discard it. Recording keywords as you find them is intended.
