Anywhere fate is drawn in a challenge, travel test or combat attack, you can use fate-redraw and fate-modifying abilities, each costing its command. There is no official ruling on using them for a flat luck draw outside a challenge or attack, but players allow it. Kasumi's redraw is limited to the player who controls her.
