Crew board abilities, yes: command can be spent at any time, including other players' turns, and the character need not join or take fatigue. Abilities worded "self" work only when that character participates, and damage, accuracy and block abilities are for the character who is attacking. Equipped ability-card skill symbols only count for participating crew. Kasumi's redraw is limited to its controller.
