A number inside a heart is the damage that must go into that heart in one go before a single damage token covers it — partial coverage does not count. A numbered flame or attack square needs only 1 damage to cover; its number is added to the enemy's attack while it stays uncovered. A heart with no number and a heart printed with 1 mean the same thing, and a stray 1 over a heart on the Mythan Crusher card is a printing error.
