When does the Axe of the Cinderlands give fatigue, and can I use it at 2 fatigue?
The designer answered this directly in 2021.

The fatigue is gained after the attack's damage, so the -1 damage penalty from a second fatigue does not apply to that attack, and you cannot use the Axe with 2 fatigue. Version 1.1 of the errata word it as "if you already have 2 fatigue, you cannot use it", whereas the designer said you cannot use it only if you cannot gain the fatigue. These differ for Captain Odessa, who can hold three; a poster treats the designer's version as intended.
