Can an ability card's or crew ability's effect be used on a crew member other than the one it belongs to?

Only non-combat effects: healing, status removal, fate redraw and similar effects can target or help any crew member, with the controlling player paying command. Combat effects (+damage, +accuracy, block) apply only to the crew member who owns them while they attack or are attacked. Where the text says "you", it means the controlling player.
