Game Description

ScandalOh! is a deduction card game of investigative journalism in which you'll compete to unravel the next big scandal involving a celebrity.

Each game presents you with a completely different challenge thanks to the BRILLIANT DECK SYSTEM, which can generate thousands of different scenarios of varying complexity. To get the scoop you'll have to get out there and gather information to draw logical conclusions.

Will you get the exclusive on the next big scandal?

What STORY lies behind the scandal? Which CELEBRITY is embroiled in this murky affair? Which NEWSPAPER will be willing to publish your scoop?

If you want to get to the bottom of this, you'll have to walk the city streets in search of evidence, check in with your informants, visit the different newspaper agencies, and investigate the celebrities and their contacts.

The cards contained in each game deck will provide you with the crucial scandal-specific information that will help you infer which elements in your tracking sheet are involved in the scandal and which ones aren't. During the game you'll be able to exchange cards with your colleagues to discover new information, but don't forget that they'll do whatever they can to take the exclusive away from you.

Game Contents

The ScandalOh! game box contains:

  • 250 game cards numbered from 1 to 250
  • 1 camera for the discard pile
  • 1 notebook with tracking sheets
  • 1 first player marker
  • 6 scandal solving tokens
  • 6 player screens
  • 9 offer tokens
  • 1 inquiry board
  • 3 inquiry tokens

Cards

Each card shows:

  • Card value — The significance of the information on the card. Cards have a value of 1 or 2.
  • Card information — What the card is telling you, including a recommendation on how to record this information on your tracking sheet.
  • Card references — The characters, newspapers and/or city locations to which the card information relates.
  • Unique card number — Each card is uniquely identified by a number, which you use to construct the deck for each game.

The ScandalOh! cards have 5 different colors. These colors on their backs have no effect in the game, but will help you sort the cards quickly when putting the game away.

Tracking Sheet

This is the ScandalOh! tracking sheet. It will help you mark the information you receive during the game and access it in an easy and practical way. It is divided into three areas: Stories, Connections and Newspapers.

The Stories area is where you will keep track of the information that will help you determine which story is the correct one.

The Connections area shows the contacts that each celebrity has access to and will help you determine who's part of the scandal's network of contacts.

The Newspapers area is where you'll keep track of what stories and celebrities each newspaper is interested in publishing.

Stories

ScandalOh! starts off with 16 possible stories, but only one matches the chosen scandal. The information related to each story is displayed in a box that shows: the central illustration and a number specific to that story; the story type, represented by a distinctive icon and background color; icons for the 3 resources required by the story (as you find claims pointing to these resources, circle the corresponding numbers on your tracking sheet — there are 2 claims associated with each resource that point to their possible involvement in the story); and the initials of the celebrities who could be embroiled in this story.

There are a total of 8 different resources in ScandalOh!: Power, Brain, Authority, Concealment, Coercion, Cover, Partnership, Relationship.

There are 4 different story types in ScandalOh!: Criminal Stories, Professional Stories, Personal Stories, Moral Stories.

Connections

There are 5 celebrities and they are represented distinctively in the Connections area. Their initials are all vowels.

There are 10 contacts and they are characters that can provide the celebrities with the resources required by the story. Their initials are all consonants.

Ties on the tracking sheet show that two characters might have a direct connection.

For each contact, circle the logos of the newspapers that you confirm are interested in that contact. When a contact is not part of the network of a certain celebrity, cross out the initial of that celebrity next to the contact. The resources that the contact can provide to celebrities to whom they are connected are also shown there.

Locations

These are the 5 city locations you can investigate: The Social Club, The Industrial Zone, The Financial District, The Slums, The Harbor.

When you visit them, in addition to information about the contacts that frequent them, you will also discover things you wouldn't elsewhere. Each contact likes to frequent two of the city locations. Check your player screen to find out which ones. When you investigate a location, you can find information about the contacts who frequent it.

At each location you can find out:

  • Information to dismiss specific resources that the contacts shown here WILL NOT provide to the story.
  • Any claims that the resource(s) shown here are part of the scandal.
  • Information that can completely disprove the stories shown here or the involvement of certain celebrities in them.

Newspapers

This is where you will rule out the types of stories the newspaper is not interested in publishing.

There are 3 possible claims that point to a newspaper's willingness to publish the story. As you find these claims, circle the corresponding numbers here.

If all three claims are found in the same newspaper, then it is CERTAIN that it will be the one that publishes the story and it is marked here.

This area is used to keep track of the celebrities about whom each newspaper is interested in publishing stories.

Player Screen

The ScandalOh! player screen functions as a quick reference guide and is also a way to hide your tracking sheet from the eyes of your most curious colleagues.

The inside of the ScandalOh! player screen shows a turn sequence summary, an example of the possible networks of contacts based on the information discovered during the game, an Agenda showing what information can be found in each location, and a list of the contacts that provide each of the 8 resources.

Game Objective

The game objective in ScandalOh! is to be the first player to unravel the scandal by answering these three questions correctly:

What STORY lies behind the scandal? Which CELEBRITY is embroiled in this murky affair? Which NEWSPAPER will be willing to publish the scoop?

In each game, only one of the 16 different possible stories is the correct one, and the exposed celebrity is among the people associated with the story.

Furthermore, in order for a celebrity to be the protagonist of a story, they need the right contacts to supply them with the 3 resources specifically required by that story. In order to obtain these resources, the celebrity will have established a network of contacts. In the Connections area of the tracking sheet, you can observe the existing connections between the characters and the resources that each contact can provide.

Unraveling the network

Here is an example of everything we've seen so far: imagine a story requiring the resources Power, Coercion and Concealment. For this story to take place, the protagonist will need a network of contacts that provides them with these resources. The possible protagonists to this story are Amy Albright, Ed Enfield and Umma Unwin. For instance, let's consider Amy Albright to be the protagonist.

The marked lines in this example show one of the possible networks of contacts established by her to obtain the resources required by the story. In this example, the contacts in the network can:

  • Provide resources (like Vivian Vance and Jill Jarret)
  • Act as links to other contacts (like Gerry Getty)
  • Or both (like Leslie Lawson)

The celebrities that are not the protagonist of the story can also act as liaisons in the networks of contacts of other celebrities. Such is the case of Owen Orlowski.

Since there are several contacts that can provide the same resource and there are multiple links, the network of contacts could have been very different. A contact may provide more than one resource to the story of the scandal. The higher the difficulty of the scandal chosen, the more complex the network of contacts can be.

Game Setup

  • Give every player a tracking sheet, a player screen, and a scandal solving token. Place the offer tokens, inquiry tokens and the inquiry board in the center of the table within everyone's reach.
  • Choose a scandal from the Scandals section at the end of this book or from the ScandalOh! App for mobile devices.
  • WITHOUT LOOKING AT THE CARD FRONTS, set aside the cards specified by the scandal according to the unique card number on their backs. These cards will form the game deck and are the only ones you will use during the game. Return the remaining cards to the game box: you will not need them. The cards contained in the game deck will, without doubt, provide the clues needed to solve and win the game.
  • Shuffle the game deck and deal 7 cards to each player.
  • Place the remaining cards of the game deck in the center of the table within everyone's reach. Place the camera next to the game deck; you will place your discarded cards here FACING DOWN. Leave some room for a revealed card pile. At the beginning of the game the revealed card pile is empty.
  • Choose a player to go first, and give them the first player token. The first player could be whoever at the table was embroiled in the biggest scandal, or chosen randomly. This player places the starting player marker on the table in front of them.

Turn Order and Overview

ScandalOh! is played over several rounds, with each player taking a turn during the round and continuing on in a counter-clockwise fashion. Each round starts with the starting player of that round.

Each player's turn is divided into three phases:

  • Inquiry
  • Offer
  • Exchange

At the end of each round, when all players have played their turn, the following phases take place:

  • Solution Phase
  • and, if the game continues, Discard Phase

Inquiry

The active player must request - out loud - information regarding 3 different references.

The possible references are:

  • the characters. This includes the celebrities Amy Albright, Ed Enfield, Ike Intelmann, Owen Orlowski, Umma Unwin, as well as the contacts Berenice Berwick, Fred Franks, Gerry Getty, Jill Jarrett, Kate Keen, Leslie Lawson, Matt Murden, Norbert Newley, Tim Tax and Vivian Vance.
  • the newspapers: Global Sentinel, Liberty Gazette, Patriot Daily, The Chronicle.
  • the city locations: the social club, the industrial zone, the financial district, the slums, the harbor.

A player can therefore request information about any combination of these 3 references. Some possible inquiries could include: three characters; two characters and a newspaper; a character, a newspaper, and a location; two locations and a newspaper, among others.

On the inner face of the player screens, you'll find information that could help you decide on which references to inquire about during the Inquiry Phase. It includes what you can find in each location, what contacts provide what resource, etc.

The active player must use the board and the inquiry tokens to pinpoint the references they are requesting information about.

Offer

Starting with the player sitting to the right of the active player, and following a counter-clockwise order, the non-active players CHOOSE from their hands the cards they would like to offer in exchange. The only condition to offering a card is that it must contain at least one of the requested references. A player may not offer cards that do not contain any of the requested references. Offering cards is NOT an obligation. Each non-active player places the cards they would like to exchange face down on the table and then places an offer token on top showing the sum of their card values. Once declared, the decisions are final and cannot be modified.

Example: It's currently Ben's turn, and he's requested information regarding these 3 references: The Chronicle, Owen Orlowski, Umma Unwin. Helen checks her hand. If Helen wanted to, she could offer Ben any combination of cards A, C, D and F. Let's suppose Helen decides to offer cards C, D and F and not card A. She will then leave the chosen cards on the table facing down, announce to the rest of the players that the sum of their card values is 4 and then place an offer token on top showing a 4.

Exchange

Once all players have made their offers, the active player decides who to exchange cards with. They may exchange cards with as many players as they please. The active player must give each chosen player cards from their hand (regardless of their references) that sum up to a total card value EQUAL TO OR GREATER THAN the amount that was offered. Exchanges are always for the TOTAL card values offered. It is NOT ALLOWED to negotiate for only part of what was offered. Exchanges occur all at once and the active player cannot exchange cards received from exchanges during the same round. After the exchanges have been completed, the players record the information from the cards received on their tracking sheets and keep the cards in their respective hands. After this, the turn passes to the player to the right of the active player.

If, and only if, NONE of the players offer cards to exchange, the active player may DRAW 3 CARDS from the game deck (if the deck runs out, see section What to Do When the Game Deck Runs Out). Once this has been completed, it will be the next player's turn.

Example: Ben has decided to exchange cards with Helen. To make the exchange, Ben must give Helen any combination of cards (regardless of their references) that total 4 or more in card values. Considering his hand, among other options, he could give her any one of these card combinations: I, J, K, M; H, L; L, N; H, I, M.

It is only at the end of the round when all players have made an inquiry that the players have the chance to unravel the scandal in the Solution Phase.

Solution Phase

All players take their scandal solving token. They must decide if they want to place the token on the table showing its "red" side to continue the investigation or the "yellow" side to unravel the scandal. Once they have decided, they will secretly place the token on the table, covering it with their hand.

When all players are ready, all solving tokens are revealed at the same time. The players that chose to unravel the scandal must then circle on their tracking sheet their guess of the scandal STORY, the CELEBRITY embroiled in it, and the NEWSPAPER that is willing to publish it.

IMPORTANT: it is NOT necessary to know the network of contacts to solve the game.

After this, one by one, the players that decided to solve the scandal will check the solution in the Solutions section of this rulebook. These players MUST NOT REVEAL THEIR GUESS NOR THE SOLUTION to the other players. If any of the players guessed ALL of the scandal details (STORY, CELEBRITY and NEWSPAPER) correctly, the game ends and they are proclaimed winners. If none of the players guessed correctly, the players that tried to solve the scandal are eliminated from the game and their cards are revealed to the players still in the game. After being publicly examined, the cards are placed FACE UP in the revealed card pile. Then a new Solution Phase begins. When none of the players choose to guess the solution, the game continues. If only one player is left in the game, the game ends.

If you use the ScandalOh! App for mobile devices, players may check their solution in the app. Any players that guessed correctly in the same round, regardless of the order in which they checked their solution in the app, will share the victory. Those who did not guess correctly are not eliminated from the game (the app does not show the solution to the scandal). However, as a penalty, these players are NOT allowed to participate in the next Solution Phase.

If the game continues, a Discard Phase takes place.

Discard Phase

All players still in the game must discard cards from their hands UNTIL THEIR HANDS ARE EACH DOWN TO 3 CARDS. Discarded cards are placed FACE DOWN in the camera.

The starting player then passes the starting player marker to the player on their right. The new starting player is now responsible for dealing 4 cards from the game deck, one by one, to each player still in the game in order to replenish their hands back to 7 cards. Once again, if the game deck runs out, see section What to Do When the Game Deck Runs Out. Once this has been done, a new round starts.

Two-Player Game Variant

The two-player game of ScandalOh! is played the same way as games with 3 or more players except for the following changes:

  • In the Exchange Phase, the cards exchanged are not placed in the players' hands. Both players look at the cards received, make any notes they wish on their tracking sheet, then immediately PLACE them in the revealed card pile FACE UP. These cards will have left the game and will not be re-shuffled into the game deck if it runs out.
  • In the Discard Phase, if players have 3 cards or fewer in their hands, they won't have to discard any and will receive as many cards from the game deck as they need to replenish their hand back to 7 cards.
  • If, and only if, NO cards are offered to the active player to exchange, the active player may draw 3 cards from the game deck (if the deck runs out, see section What to Do When the Game Deck Runs Out). After taking notes from these cards in their tracking sheet, the player must PLACE them in the camera FACE DOWN. Once this has been completed, it will be the other player's turn.

Solo Mode Game

To enjoy the solo mode of ScandalOh! you will need its mobile app, available on Google Play and App Store. Once installed, launch the app and choose "Solo Mode Game."

Depending on the difficulty you choose, you will start with a certain number of points that you can use to purchase cards. The app will grant you 7 cards to start the investigation with. During each turn you will have the chance to choose 3 new references, and different combinations of game cards will be offered in return, matching the requested references. Choose the combination as you see fit, and the new cards will be revealed if you spend as many points from your reserve as the sum of the values of the cards received.

Try to land the scoop before you run out of points, but watch out! Just like in the multiplayer mode, you might receive cards with information you already know if you are not careful when choosing your references.

What to Do When the Game Deck Runs Out

When the game deck runs out, take all the cards in the camera and shuffle them well. Place the top 3 cards FACE UP on the table, revealing their information. After being publicly examined, they are placed in the revealed card pile. In this way, all the players still in the game receive additional information. The rest of the shuffled cards are placed where the previous deck was, becoming the new game deck.

Game Card Types and How to Use the Tracking Sheet

Let's look at the cards you will find in ScandalOh! and the information provided by each type.

Story Cards

The information found in these cards will help you determine the story behind the scandal. You can record this information in the Stories area of your tracking sheet.

These cards discard a specific story.

These cards disprove specific celebrities as the protagonists of certain stories. Clarification: If you discard all the possible protagonists of a story, you may then discard that story as the one behind the scandal.

These cards show claims of a certain resource being one of the requirements for the story of the scandal. Clarification: During the game you will ALWAYS find both claims (1 and 2) of the 3 resources required by the story behind the scandal. But WATCH OUT! You might also find claims that point to the other resources.

Contact Cards

These cards provide information regarding the networks of contacts that the celebrities have established to access the resources. You can record this information in the Connections area of your tracking sheet.

These cards reveal which newspapers are investigating those contacts. Clarification: The more newspapers that investigate a contact, the more likely that contact has provided a resource to the story. But WATCH OUT! Some newspapers might investigate contacts that have nothing to do with the scandal.

These cards eliminate a direct link between two adjacent characters. Clarification: If a celebrity and a specific contact are not connected in any way, then that contact cannot have participated in any of the stories that involve that celebrity.

Finally, these cards dismiss specific resources from being provided to the story by certain contacts. Clarification: Keep in mind that a contact can remain in a network even if they have no resources to provide.

These cards dismiss a contact from the network of contacts of the celebrities whose initials are crossed out.

Example: Imagine that during a game you have recorded some information in your tracking sheet. Based on the information, you can determine Amy Albright's possible network of contacts. At the same time, you can determine Ed Enfield's possible network of contacts. Now look at Matt Murden. This contact can't be in Ed Enfield's network. He can, however, be in Amy Albright's network, along with Ed.

Press Cards

These cards provide information about the interests of the different newspapers and which one is most likely to publish the scandal. The data they provide is recorded in the Newspapers area of your tracking sheet.

These cards show two newspapers that are not interested in publishing stories about a specific celebrity.

These other kinds show that a certain newspaper is not interested in publishing stories of a certain type.

Finally, these cards show claims of a specific newspaper's interest in publishing the scandal. Clarification: Finding all 3 claims (1, 2 and 3) about a newspaper CONFIRMS that that newspaper will be the one to publish the scandal. But WATCH OUT! You might also find claims pointing towards newspapers that won't publish the scandal.

ScandalOh! in Action (Examples of the Deduction Process)

Imagine that you are playing with a certain tracking sheet. Some stories have already been discarded because no celebrity can be their protagonist. At this point in the game, one of the remaining stories is most likely the correct one, because more claims have been found pointing to its resources than any other. Certain characters have received the most attention from the newspapers; they might be involved in the scandal by providing their resources. Certain newspapers seem to be the most willing to publish the scandal.

You should always compare the information provided by various claims in ScandalOh!. Although many will point to the right solution of the game, there are others that simply divert your attention away from the truth.

Let's look at what conclusions you can draw from the information you have acquired:

1. Let's look at Ed Enfield's connections. On the one hand, Ed Enfield is not connected to Leslie Lawson. On the other hand, Matt Murden cannot be in his network. We can therefore conclude that Ed Enfield has access to none of the contacts and consequently can't have been the protagonist in any of his stories.

2. Let's now look at the Connections area. As you can see, none of the contacts provide the resource Authority. We can therefore dismiss any story that requires the resource Authority.

3. In the Newspapers area we can see that none of the newspapers are interested in publishing a professional story. We can therefore conclude that the story behind the scandal is not a professional story.

4. Let's now focus on investigating Owen Orlowski and the contacts in his network. Since Owen has no access to the contacts that provide the resource Coercion, he can't be the protagonist of any of the stories that require that resource.

5. Returning to the Newspapers area, we can see that none of the newspapers are willing to publish news targeting Ike Intelmann. We can therefore dismiss Ike Intelmann as the protagonist of the scandal.

6. At this point, only two stories remain. One of these stories can only have Amy Albright as its protagonist. Let's check if there are any newspapers interested in publishing the story. These newspapers won't publish personal stories, and these newspapers aren't willing to publish any news targeting Amy Albright. Given that none of the newspapers are willing to publish the story targeting Amy Albright, we can dismiss it.

7. As a result of our investigation, we have found the right story and the protagonist embroiled in the scandal. To complete the solution, all we need to do is figure out which newspaper will publish it. As both Global Sentinel and Patriot Daily accumulate the most claims, one of them will most likely be the answer. Now you could either continue your investigation or attempt to unravel the scandal.

Advice

  • ScandalOh! is a game of logic and deduction. If you use your deductive skills, you will be able to extract more information from the cards as a whole than if you focus on them individually.
  • Don't hesitate to exchange information at the beginning of a game. As the game progresses and you have well-founded suspicions, selectively hide the information you find most critical from your opponents. In any case, do not stop exchanging cards with them, or it will be impossible to solve the scandal before anyone else.
  • If you always return the same information that was exchanged with you, your opponents will lose interest in exchanging information with you in the future. Try to find a balance between the two options.
  • In order to increase your chances of exchanging information with your opponents, try to keep cards in your hand with multiple and varied references.
  • When you make inquiries, be thoughtful in your choice of references about which to inquire. If you always request information regarding the same references, the chances that you will receive cards you have already seen will be high.
  • Inquiring about celebrities and contacts is the most direct way to get information, but don't overlook the other options. See the agenda inside the player screens to help you.
  • The interests of the newspapers will help you rule out many of the stories. If none of them wants to publish any kind of story, the scandal story will necessarily be of a different kind.
  • Ask regularly for information about the locations. There's very juicy information in cards whose only reference is a location.
  • All information on the cards can be transferred to your tracking sheets by either crossing out options or circling them. Each card shows what to do. Be very careful when taking notes. Making a mistake could ruin your future inquiries.
  • During the game you will hear rumors represented as claims. The more difficult the game is, the more of these you'll find. If most of them are pointing in the same direction, then you are most likely on the right track. Nevertheless, consider all aspects of the research: the story, the protagonist celebrity, the protagonist celebrity's network of contacts, and the newspaper that will publish the news story. Make sure the information is consistent between sources.
  • The key to linking a celebrity to a story is in the Connections area of the tracking sheet. Study it carefully. This task is easier when you focus on the celebrities one by one: What network can Amy Albright create? Does Owen Orlowski have access to the resource coercion? Has Umma Unwin collaborated with that one very suspicious contact?
  • Remember that if you find all 3 claims that point to a newspaper publishing the news, then it will SURELY be the one to publish it. If that's the case, pay close attention to the newspaper's interests; it will make your work a lot easier.

The 16 Stories

There are 4 different story types in ScandalOh!: Criminal Stories, Professional Stories, Personal Stories, Moral Stories. Each of the 16 stories below lists which celebrities could be its protagonist (by initial: A = Amy Albright, E = Ed Enfield, I = Ike Intelmann, O = Owen Orlowski, U = Umma Unwin).

Criminal Stories

1. Investment scam (Amy Albright, Owen Orlowski) — The celebrity is the leader of a gang of fraudsters that attracted investors and then diverted funds from a business account to their own.

2. Waived fine (Amy Albright, Umma Unwin) — The celebrity caused a traffic accident and made their friend take the rap.

3. Reckless manslaughter (Ed Enfield, Ike Intelmann, Owen Orlowski) — The celebrity committed a murder and made it look like an accident.

4. False altruism (Ike Intelmann) — Ike Intelmann organized a charity festival and kept the participants' contributions.

Professional Stories

5. Corporate espionage (Amy Albright, Ed Enfield, Umma Unwin) — The celebrity spied on their professional rivals to benefit from those rivals' breakthroughs.

6. Electoral fraud (Ed Enfield) — Ed Enfield made sure some of his rival's ballots disappeared.

7. Shameful plagiarism (Ike Intelmann, Umma Unwin) — The celebrity shamelessly copied another author's intellectual property.

8. Rigged matches (Owen Orlowski) — Owen Orlowski used to bribe referees to call games in his favor.

Personal Stories

9. Biased information (Amy Albright) — Amy Albright wrote biased articles to influence public opinion in favor of groups of powerful people.

10. Marital infidelity (Amy Albright, Ike Intelmann, Owen Orlowski) — The celebrity was unfaithful to their partner.

11. Disowned child (Ed Enfield, Umma Unwin) — The celebrity had a secret child that they hid from the public spotlight.

12. Intense doping (Ike Intelmann, Owen Orlowski) — The celebrity was involved in a network that trafficked with illegal performance-enhancing substances.

Moral Stories

13. Influence peddling (Amy Albright, Ed Enfield) — The celebrity used their connections to get preferential treatment from the administration in several different areas.

14. Tax evasion (Ed Enfield, Owen Orlowski) — The celebrity repeatedly failed to pay their share of taxes.

15. Illicit smuggling (Ike Intelmann, Umma Unwin) — The celebrity was involved in the smuggling of gemstones inside novelty prank items.

16. Falsified data (Umma Unwin) — Umma Unwin faked the results of her research to gain recognition from the scientific community.
