How is the turn order rearranged?
After everyone has passed, players with a worker on the turn order spaces remove their pawns and the remaining pawns slide right keeping their order; then the placers place pawns in the spaces above their workers. If nobody places a worker, or only the first player takes the second space, nothing changes.
