Do I need a worker to use an engineer I hired, and can I use it right away?
The rulebook treats owned engineers like action spaces usable even partially.

Yes, you must place a worker (or a rouble) on it, like any action space, but only you can use it. It is usable the same round you hire it and once per round. You may do its action partly or skip it. Engineers are never discarded after use.
