Using Olga costs two workers, one on her and one on an opponent's engineer, once per round. She can't copy an engineer paid with a coin, and the Olga plus Engineer -10 combination is not legal per the FAQ. She can be reused with another engineer, but you can't copy an engineer occupied by another player.
