How does the Industrial Boom card (mini-expansion) double industry advancements?

Doubling is optional and can be partial, so a 2-step advancement can become 2, 3 or 4 steps. It does not apply to advancements from ? tokens. Players reason that an advancement gained from the Ludmilla engineer's start card can be doubled, since only ? tokens are excluded.
