What happens to a locomotive I can't place, and can I flip one on my board into a factory?

If a locomotive cannot be moved anywhere on your board, flip it purple side up and set it by the supply as a factory. You cannot flip a locomotive on your board voluntarily, and a locomotive normally turns into a factory only once all your locomotive slots are full and you take a new one. Once displaced it stays a factory.
