There are always 21 Mandate Turns in the game (7 per Season). At 4 players the first player gets 6 and everyone else 5; at 5 players the first gets 5 and the rest 4; at 6 players the first three get 4 and the other three get 3. The first-player position passes left each Season, so the extra turns rotate within a Season; everyone still acts on every mandate someone else picks.
