In what order do players perform a Political Mandate?
The Political Phase section gives the order and the Train exception.

The player who chose it picks from 4 drawn tiles, then everyone performs it clockwise starting with the player on the chooser's left, so the chooser goes last. The exception is Train: the chooser buys first. Each player does their main part and (if the chooser or their ally) the Bonus on their own turn.
