How is a Kami Turn resolved?

After the 3rd, 5th and 7th Mandate Turn, resolve the four Shrines left to right: the clan with the most Force of Shinto on a Shrine (Honor breaks ties) gets that Kami's ability. A Shrine with no Shinto is skipped. The third Kami Turn ends the Political Phase.
