Per the Kami Unbound rules, whoever has the most Force on a Kami's Shrine (Honor breaks ties) controls its figure and keeps its card; control changes immediately when someone else becomes top worshipper. The controller Moves it like any of their figures. A customer-service reply relayed in the thread, saying control lasts until someone places a Shinto there, is consistent with this.
