Setup

Main Play Area Setup

  1. Place the Main Board in the center of the play area.
    • A. Place Minor Tower Levels equal to the number of players on the Minor Tower Spaces.
      • Note: These and Major Tower Level I printed on the main board are considered "in play" at the start of the game. Any time we refer to towers, we are referring to all tower levels currently in play.
      • Note: This is an example setup for a 4-player game.
    • B. Place the Major Tower Levels II and III and the remaining minor tower levels near the main board.
      • Note: If this is your first game, use the printed resources on the major tower. In later games, you may randomly place the Alternative Bonus Tiles on the major tower level in play, covering only the printed resources and avoiding the empty spaces and other icons.
  2. Shuffle the Market Cards and place them face down above the main board to form the Market Deck.
  3. Reveal 5 market cards face up next to the market deck to form the Market.
  4. Place the Jobs Cards and Teamster Cards in separate face-up stacks near the market.
    • Note: Unless otherwise specified, Jobs and Teamster cards are considered to be available in the market.
  5. Place the Wild Resource Tiles in the Wild Resource Supply.
  6. Place the Resource Specialization Tokens on their corresponding spaces.
  7. Place the Confusion Tiles in a supply near the main board.

Note: Use the area marked with an asterisk on the setup diagram only with the Fall of Man Expansion.

Player Area Setup

Instruct all players to do the following:

  1. Choose a color and take all components of that color.
  2. Place your Influence Token on the Influence Track and your Lion Token on the Lion Track.
  3. Place your Player Board in front of you.
  4. Shuffle your Starting Deck, with the ten (10) cards marked with the tower symbol, and place it to the left of your player board. Leave space to the right of your player board for a discard pile.
  5. Place the following components on your player board as shown:
    • A. Tablet Tokens, covering their matching colors (x4)
    • B. Dual-Resource Tiles, randomly placed (x4)
    • C. Multi-Resource Tile (x1)
    • D. Gold Upgrade Token, 2-gold side face up (x1)
    • E. Free Market Card & Trash a Card Token (x1)
    • F. Skip Space Token, elephant side face up (x1)
    • G. Elephant (x1)
    • H. Carts (x2)
  6. Place the remaining tiles of your color in your bag. Pull three (3) resource tiles from your bag and place them on the Stalls on your player board.
  7. Draw a hand of five (5) cards from your deck.

Game Structure

The player who speaks the most languages, or a random player, takes possession of the First Player Marker and takes their first turn.

The game proceeds clockwise, turn by turn, until the end of a round. Rounds I and II end immediately once resource and confusion tiles cover all spaces on all towers. Then end-of-round scoring takes place, followed by setup for the next round. After triggering the end of Round III and when all players have taken the same number of turns, the game ends with scoring Round III and final scoring. The winner is the player with the most influence points.

Player Turn

Every turn of Rise of Babel will challenge you to resolve card actions efficiently, refine your deck, choose from various player board upgrades, and strategically place resource tiles on towers.

Player Turn Overview

  1. Play all cards from your hand into your play area and resolve card actions.
    • Important: Your turn may be interrupted by end-of-round scoring, see Tile Placement and Confusion Tile on pages 15 and 17. If it is, you will be pausing during this action-resolution phase of your turn. Your elephant may be in the process of unloading and you may have leftover actions. After end-of-round scoring is complete, you will resume your turn here and play will continue as usual.
  2. Complete end-of-turn clean-up.
    • Note: If your deck is empty when you need to draw a card, shuffle your discard pile, form a new deck, and continue the game as usual. If your bag is empty when you need to pull a resource tile, see Empty Bag on page 10.

Playing Cards and Resolving Card Actions

Start your turn by playing your hand of five (5) cards into your play area. After doing so, consider the following:

  • You may activate each card one time in any order you wish, resolving it as far as possible before moving on to another card.
  • Card actions are always optional.
  • If a card action is impossible for you, ignore it.

Cards and Card Actions

Cards offer a variety of actions, quantities of gold ingots, or both. These choices are displayed in one or more banners of different colors. The colors do not matter. If a card displays more than one banner, you may only choose to activate one banner.

If the banner displays gold, add that number of gold ingots to a virtual pool. You may spend gold at any time during your turn, whether to purchase cards or unlock actions on other cards or your player board.

Unused gold is lost at the end of your turn. If the banner displays action icons, take that action as far as possible. If the banner displays more than one action separated by a comma, you may take those actions in any order.

Card Anatomy

Every card contains important information and may include the following:

  1. Cost in Gold Ingots
  2. Name
  3. Immediate Purchase Bonus
  4. End-game Influence Points
  5. Action Banners

Starting Card Icons Explained

The following action icons are found on the cards in your starting deck (marked with the tower symbol). Find descriptions of more icons and card actions on page 22.

  • Gain Gold: Gain one (1) gold ingot.
  • Spend Gold: Spend three (3) gold ingots to unlock X action.
  • Trash THIS Card: Trash this card to unlock X action.
  • Stalls to Tower: Move a resource tile from your stalls to an empty space on any tower.
  • Stalls to Warehouse: Move a resource tile from your stalls to your Warehouse.
    • Note: Your warehouse can hold an unlimited number of resource tiles.
  • Stalls to Camp: Move a resource tile from your stalls to your Camp.
    • Note: Your camp can hold an unlimited number of resource tiles.
  • Warehouse to Tower: Move a resource tile from your warehouse to an empty space on any tower.
  • Place a Wild: Move a wild resource tile from the wild resource supply to an empty space on any tower.
  • Advance Elephant: Advance your Elephant one (1) Elephant Movement Space toward the towers.
  • Tablet Upgrade: Advance the appropriate tablet token one (1) step on its Upgrade Track. See Upgrade Tracks on pages 10-11.

Game Concepts

You start the game with a 10-card deck containing the same cards as the other players. These are marked with the tower-symbol icon.

Deck Building

Throughout the game, you will purchase cards to add to your deck and trash (remove) cards from your deck.

Refreshing the Market

Once per turn, you may spend one (1) gold ingot to discard all cards from the market and replace them with cards from the top of the market deck. If at any time the market deck is empty, shuffle the discarded market cards and reform the market deck.

Purchasing Cards

On your turn, you may use gold to purchase any number of cards you can afford. The five (5) cards displayed in the market, as well as the Jobs and Teamster cards, are available for purchase. Cards show their cost in the top-left corner of the card. You may spend gold ingots from your current turn's virtual pool to satisfy the cost.

Whenever you purchase a card, place it in your discard pile. If you purchased it from the market, immediately refill the empty slot in the market with the top card from the market deck. Remember, some cards have a purchase bonus.

Trashing Cards

Some actions allow you to trash a card from your hand or discard pile, removing it from your deck. Some actions require you to trash the card you are activating to take the action displayed in that particular banner on that card (trash this card to unlock the action shown).

If you trash a starting card, set it aside. If you trash a market card, place it in the market discard pile. If you trash a Jobs or Teamster card, place it back on its appropriate pile.

Player Board Management and Upgrading

In addition to playing cards and deck building on your turn, you will likely interact with your player board, manipulating resource tiles on it or upgrading it.

Your player board has three areas:

  1. The Stalls
  2. The Warehouse
  3. Upgrade Tracks (4)

Stalls

Resource tiles first enter the game on the stalls. If one of your three (3) stalls is empty, refill it with a resource tile from your bag immediately.

Any number of times per turn, you may spend one (1) gold ingot to refresh one (1) or more stalls. To do this, set any number of resource tiles from your stalls to the side of your player board. Then, replace them by pulling the same number of resource tiles from your bag. At the end of Rounds I and II, return the set-aside resource tiles to your bag.

Empty Bag

If your bag is empty when you need to pull a resource tile, return tiles set aside as a result of refreshing your stalls (see Stalls) to your bag. If there are none, you must choose one of the following:

  • Return all resource tiles in your camp to your bag, OR
  • Sell groups of three (3) resource tiles in any combination from your warehouse to gain one (1) gold ingot per group (see Warehouse below).

Then, continue with pulling the appropriate number of resource tiles.

Warehouse

Your warehouse is a storage area for resource tiles one step closer to the towers. It is also one potential source of gold. Any number of times per turn, you may sell a group of three (3) resource tiles in any combination from your warehouse. To do this, return those resource tiles back to your bag and gain one (1) gold ingot.

  • Note: You may not sell your Multi-Resource tile in this way.

Upgrade Tracks

There are four (4) upgrade tracks on your player board, each associated with a type of resource. You will unlock upgrades from these tracks by advancing tablet tokens from left to right.

Unlocking Upgrades

Some cards offer the Player Board Upgrade action (stalls to warehouse, then tablet upgrade).

Whenever you take this action, follow these two steps:

  1. Move a resource tile associated with the track you want to upgrade from your stalls to your warehouse.
  2. Advance the tablet token associated with the resource type you just moved to your warehouse one step to the right on its track. Immediately unlock the upgrade covered by the tablet token (see below for an explanation of the upgrade icons).

Whenever a tablet token would advance off an upgrade track, gain one (1) influence point instead.

Upgrade Icons Explained

The following icons are found on the upgrade tracks on your player board:

  • Dual-resource tile: Place this dual-resource tile in your warehouse. See End-of-Round Scoring on page 20 for an explanation of how dual-resource tiles affect scoring. After end-of-round scoring, return your unlocked dual-resource tiles back to your bag.
  • Cart: Add a cart to your elephant or immediately gain a resource specialization token and place it in your camp.
  • Draw and advance: Draw one card from your deck and advance your elephant two (2) elephant movement spaces toward the towers.
  • Skip Space token: Place the Skip Space token on the first elephant movement space. When your elephant leaves your camp and advances onto or through this space, gain the upgrade effect shown on the Skip Space token, whether on the Elephant or Warehouse side, then flip the token. In this way, you will alternate between the token's upgrade effects.

Other Upgrade Icons

  • Elephant side (Skip Space token): When your elephant enters this space, it will advance directly to the next space, effectively skipping this space.
  • Stall to Camp side (Skip Space token): Take a Stall to Camp action, moving a resource tile from any of your stalls to your Camp.
  • Free Market Card & Trash a Card token: Gain any revealed card from the market or Jobs and Teamster piles to your discard pile for free AND (optionally) trash a card from your hand or discard pile.
  • Gold Upgrade token: Place the Gold Upgrade token in your play area with the 2 Gold ingots side facing up. Immediately and on every subsequent turn, gain the number of gold ingots shown. When you spend gold from the Gold Upgrade token, flip the token and ignore it for the rest of your turn. In this way, you will alternate between gaining one and two gold ingots on a given turn.
  • Multi-Resource tile: Place your Multi-Resource tile in your warehouse.
    • Note: After end-of-round scoring, return your Multi-Resource tile to your warehouse, not your bag.
  • Influence icon (infinity symbol on the track): Whenever the tablet token on this upgrade track would advance off of it, gain one (1) influence point instead.

Tile Transportation and Placement

As a builder of the Tower of Babel, an essential aspect of your work will be loading resources onto your elephant and delivering them in various ways to the towers. Meanwhile, confusion will spread.

Transportation by Card Action

As noted in Starting Card Icons, some cards will offer actions to move resource tiles, sometimes in multiple steps, from your stalls to the towers. Each of these actions allows you to move one resource tile at a time. Remember, if one of your three stalls is empty, refill it with a resource tile from your bag immediately.

Transportation by Elephant and Carts

At the start of the game, your elephant is waiting in your camp. It has the capacity to carry one (1) resource tile on its back. Once you have unlocked and added carts, it will have the capacity to carry up to three (3) resource tiles, one on its back and one on each cart.

  • Note: When you add a cart to your elephant, that cart is a permanent upgrade and is assumed to move with your elephant for the rest of the game.

To put your elephant to work, follow these steps:

  1. Load your elephant with resource tiles from your camp: Any time the elephant is in your camp, you may load it and any attached carts with the appropriate number of resource tiles of your choice from your camp. This does not require an action. The order in which you load resource tiles does not matter. While the elephant remains in your camp, you may freely swap any loaded resource tiles with others in your camp.
  2. Advance your elephant toward the towers: To deliver its load, your elephant must travel the three (3) elephant movement spaces between your camp and the towers. To advance your elephant one (1) space, resolve an Advance Elephant card action.
    • Note: When your Skip Space token is in play, it may allow your elephant to advance through the first elephant movement space toward the towers for free (see Upgrade Icons).
  3. Unload your elephant when it reaches the towers: Immediately when your elephant reaches the towers (the elephant movement space at the base of the major tower), you must attempt to unload its resource tile(s). If there is an empty space on any tower, you must place a resource tile. You may place resource tiles on any combination of towers. If you place a resource tile on the last empty space on any tower, immediately gain a Placement Bonus of one (1) influence point.

Returning and Reloading the Elephant

If during Rounds I and II you are unable to place a resource tile because all towers are full, pause your turn immediately. The round is over. Proceed to end-of-round scoring. For more detail, see Tile Placement on page 15, Ending Rounds I and II on page 18, and Ending Round III on page 19.

Return your unloaded elephant to your camp: Immediately after your elephant and its carts are completely unloaded (this could happen after the start of a new round), return it directly to your camp. This movement does not require an action. At this time, you may reload your elephant.

Resource Specialization Upgrades for Elephants

You will likely have opportunities to upgrade your elephant with Resource Specializations. When you unlock a resource specialization upgrade on your player board, select any single remaining resource specialization token from the supply and place it in your camp.

Resource specialization tokens are limited to one per type per player. You may not obtain two resource specializations for the same type of resource. The resource specialization token will remain in your camp for the rest of the game and has the following ongoing effect:

Whenever you move a resource tile matching a resource specialization token in your camp from your elephant to any tower, gain a placement bonus of (1) influence point in addition to any other immediate scoring.

  • Note: The effect does not apply when moving a matching resource tile to a tower by any other means.

Tile Placement

The primary source of influence points in Rise of Babel is tile placement. The placement patterns of the various resource types (Wood, Brick, Stone, and Tar), the placement of dual-, multi-, and wild resource tiles, and the placement of confusion tiles all affect scoring. Additionally, you will earn placement bonuses for placing tiles under various conditions.

The following summarizes these conditions and their placement bonuses:

  • Placement bonuses for placing resource tiles of any kind:
    • One (1) influence point:
      • Unload a resource tile from your elephant matching a resource specialization token in your camp.
      • Cover a printed resource with a matching resource tile. This includes dual-, multi-, and wild resource tiles.
      • Cover the last empty space on a tower.
    • Free Stalls to Camp action:
      • Cover a Stalls to Camp action icon.
  • Free Stalls to Camp action:
    • One (1) influence point:
      • Cover a printed resource or icon of any kind.
      • Cover the last empty space on a tower.

Resource Tiles

The placement rules for any resource tile, including dual-, multi-, and wild resource tiles, are identical. When placing a resource tile on a tower by any means, consider the following:

  • You may place a resource tile on an empty space on any tower, with or without a printed resource or icon.
  • Each space can only hold one tile of any kind.
  • Once you place a resource tile on a tower, it cannot be repositioned or removed until the end of the round except because of specific card actions.
  • If the resource tile you place matches the printed resource beneath it, immediately gain a placement bonus of one (1) influence point. This includes when placing dual-, multi-, and wild resource tiles.
    • Note: You will always earn a placement bonus for placing your Multi-Resource tile on a space with a printed resource. When the resource tile you place does not match the printed resource, you earn no placement bonus.
  • If you cover a printed Stalls to Camp icon when placing a resource tile, take that placement bonus action immediately.
  • When you place a resource tile on the last empty space on any tower, immediately gain a placement bonus of one (1) influence point.
  • If during Rounds I and II you are unable to place a resource tile because all towers are full, pause your turn immediately. The round is over. Proceed to end-of-round scoring. For more detail, see Ending Rounds I and II on page 18 and Ending Round III on page 19.
    • Important: Complete the process of all placement bonuses gained from your resource tile placement before pausing your turn for any reason.

Confusion Tiles

Throughout the game, in addition to placing resource tiles, you will spread confusion by placing confusion tiles on towers. These tiles will negatively impact the scores of players whose resource tiles are adjacent to them.

The Influence track displays confusion icons on steps 5 and 10. If your Influence token advances onto or through one of these spaces as a result of end-of-round or final scoring, ignore the confusion icon.

However, if your Influence token advances onto or through one of these spaces during your turn, follow these steps:

  1. Complete the process of all placement bonuses gained from your resource tile placement, whether earning influence points or taking a Stalls to Camp action.
  2. Pause your turn; and
  3. Place a confusion tile on an empty space on any tower.
    • Note: You must place a confusion tile in this case, even if it would affect your score.
    • A. If you covered any printed resource or icon, gain a placement bonus of one (1) influence point.
    • B. If you cover the last empty space on any tower, immediately gain a placement bonus of one (1) influence point.
  4. Finally, resume your turn.

Placing a confusion tile may end the round. If it is the end of Rounds I or II, immediately pause your turn and proceed to end-of-round scoring. Your elephant may be in the process of unloading and you may have leftover actions to resume after end-of-round scoring. For more detail, see Ending Rounds I and II on page 18 and Ending Round III on page 19.

  • Alternative mode: Confusion does not yield negative influence points. All other placement rules apply.

End-of-Turn Cleanup

Your turn comes to an end when either you have resolved all card actions available to you or you have chosen to forego any number of card actions to end your turn.

  • Note: Your turn may end after end-of-round scoring. At that time, discard all cards in your play area and draw a hand of five (5) cards.

If at any time you are unable to draw a card because your deck is empty, shuffle your discard pile and form a new deck, then continue to draw as needed.

Ending Rounds I and II and Setting Up for a New Round

Rounds I and II end immediately when there are no empty spaces on any towers. If you were in the process of unloading your elephant or have leftover actions, pause your turn. You will resume your turn after end-of-round scoring and setup for the next round.

At the end of a round, perform the following steps in order:

  1. Score the round (see Ending Round III and Scoring below for end-of-round scoring).
  2. Refresh the market: discard all five (5) cards from the market and replace them with cards from the top of the market deck.
  3. Return all tiles on the towers and those set to the side of your player board to their appropriate locations: return resource tiles and unlocked dual-resource tiles of your color to your bag, the unlocked Multi-Resource tile of your color to your warehouse, wild resource tiles to the wild resource supply, and confusion tiles to the supply.
  4. Refresh the towers: place Major Tower Level II or III depending on the round and replace the minor tower levels at random from the supply.
    • Note: The source prints "Major Towel Level" here; "Major Tower Level" is the intended term.
  5. Continue the game from the point of play when the round ended.

Ending Round III

Round III ends differently than the previous rounds. Instead of pausing your turn or immediately transitioning to end-of-round scoring when there are no empty spaces on any towers, play continues until all players have taken the same number of turns. You will take these final turns as usual, with this exception: any time an action would result in placing a tile on a tower, gain one (1) influence point instead. This includes if you would place a confusion tile. After all players have taken the same number of turns, proceed to end-of-round scoring.

Scoring

In Rise of Babel, there are three (3) categories of gaining influence points: immediate, end-of-round, and final scoring. Whenever you gain an influence point, advance your Influence token one step on the Influence track. When your Influence token reaches the tenth and final step of the Influence track, resolve a confusion tile placement as necessary (see Confusion Tiles), then move the Influence token down to its starting location. Each time you do this, advance your Lion token one step on the Lion Track. In this way, the Influence track indicates the 1s of your score, and the Lion track the 10s.

Immediate Scoring

Some actions gain you influence points immediately, such as some card purchases (see Cards and Card Actions) and some tile placements (see Tile Placement). Remember, you only trigger confusion tile placements as a result of gaining influence points immediately on your turn.

End-of-Round Scoring

End-of-round scoring is based on tile placement. Each tile type scores under different conditions (see the Scoring Infographic below).

  • Note: Score wood and brick tiles relative to the orientation of the game board, not your seating position.

When calculating your end-of-round score, consider the following:

  1. Check every instance of every tile type of your color.
  2. Count all wild resource tiles as your own, except when calculating the effect of confusion tiles.
  3. Count every resource shown on your dual- and multi-resource tiles as if it were a resource tile itself.
  4. Only subtract one (1) influence point from your score for each of your tiles adjacent to a confusion tile, no matter how many confusion tiles are adjacent to it or what kind of resource tile it is.

When you have calculated your score for the round, advance your Influence and Lion tokens accordingly, ignoring the confusion icon on steps 5 and 10 of the Influence track.

End of Round Scoring Example I

At the end of Round I this is what the yellow player will score:

  1. 3 influence points from the vertical Brick.
  2. 6 influence points from the diagonal Stone.
    • Total of 9 influence points this round.
  3. The player who triggered end-of-round scoring for Round I has left over Brick tiles. When they resume their turn at the start of Round II, they will place the remaining Brick tiles.
  4. They also have three (3) unresolved cards remaining from Round I. They will resolve them at the start of Round II.

Final Scoring

For the final scoring of the game, add any influence points from the cards in your hand and your discard pile. Then add any influence points you scored from your player board.

End-of-Game Scoring Example

  1. 3 influence points from the unlocked Dual tile and fully upgraded brick track from the player board.
  2. 8 influence points from the influence point value of the cards in their deck.
