Can I use a potion or other item on another hero's turn or during event resolution?
The rulebook says items are used on your own turn and the designer confirmed it repeatedly.

No. Items can only be used on your own turn, and once you drop a skull into the Tower you can no longer use items that turn, even to deal with skulls or events. That also means a once-per-turn item limit means once on your own turn, and you cannot use an item like the Cloak of Stars after another hero moves you. The Black Mark's effect follows the same rule.
