What if a foe level-up event comes up with no such foe on the board, or the app asks for a foe I do not have?
The designer pointed to the foe status screen and described the level-up case.

The rulebook says the Foes Grow in Power event is skipped if none of that foe is on the board. A separate foe level-up event that comes up with no copy of that foe on the board spawns a fresh foe instead, not a leveled-up one. If the app asks for a foe you do not have, a foe was probably removed from the board without telling the app. Check the foe status screen.
