When can I drop my skull, and whose turn do end-of-turn events belong to?
The rulebook says the next turn begins after events resolve.

Dropping the skull is the last thing you do: resolve your own end-of-turn effects first, in any order you choose. Designer replies differ slightly on wording (earlier ones call the events part of your turn, a 2026 reply says the turn ends with the drop and the Tower takes over), but in play the same player makes the event choices, and the next player starts only after the events resolve. You cannot use items once the skull is dropped.
