Is the adversary a foe for potions and treasures that move or remove foes?
The designer said adversaries work like foes unless a rule says otherwise.

It counts as a foe for moving effects, like the Siren's Song potion. It does not for removal: no effect can remove it, and the treasure that defeats foes by level cannot target it. It can only be beaten in battle, where you can retreat between cards.
