Does the retrieved Shalimar worker count as an extra worker for yield tiles?

Not for other players in the usual case. The retrieved worker is an extra turn, not an extra worker. In Navaratnas, lay it on its back and place it after your other workers. If you have fewer workers than someone else, take your yield tile first, then place it. If you have the same or more, the players concerned get no yield tile for it. One poster disputes how this applies.
