Puerto Rico
Can I take a plantation or quarry when all 12 island spaces are filled?
The rulebook states this directly, and forum players agree.

No. Once all 12 island spaces are filled you cannot take further plantation or quarry tiles for the rest of the game, so the Settler action does nothing for you. A full island does not end the game.
