Are the Factory/University price swap and the reduced starting money for corn players official rules?
No. Both are popular variants, not official changes. The price swap is credited to the designer, Andreas Seyfarth, but it is still a variant. The corn-player money reduction came from a community member. The German 10th anniversary rulebook keeps the original University and Factory costs.
