Can a player decline colonists in the Mayor phase?
The rulebook makes every non-Captain role action optional, and an Alea reply relayed on the forum applies it to the Mayor phase.

Yes. The Mayor action is optional like every role action except the Captain's, so you may decline your colonist, and a declined colonist stays on the ship for the next player. An Alea reply relayed on BGG confirms this.
