How does the Land Office work, and does the Trader bonus apply?

In the Trader phase a colonist-occupied Land Office lets you pay 1 doubloon for the top face-down plantation, while a noble-occupied one lets you discard a plantation from your island for 1 doubloon. It is not a sale of goods, so the Trader privilege and market bonuses do not apply. With a Forest House you may buy or discard a forest instead.
