Puerto Rico
Does the game end when the last VP chip is taken outside the Captain phase, for example with the Church?
Written rules mention only the Captain phase, while many tables end the game whenever the last chip is taken; neither is confirmed.

Disputed. The base rulebook ends the game when the last VP chip is taken during the Captain phase, and a 2023 reply says the expansion rules in three languages say the same. Many players end the game whenever the last chip is taken. The rulebook does not cover chips running out another way.
