What happens when a Forest House owner also has a Library or Hospice?
The rulebook states this directly, and forum players agree.

With an occupied Library you may choose freely to place none, one or both of your two plantation tiles as forests. If you place a forest with a Hospice, the Hospice colonist goes to your windrose, since forests have no room for colonists. With Forest House, Hacienda and Library you can add up to three tiles in one Settler phase.
