Does a Construction Hut let me take a quarry whenever Settler is played?
The rulebook states this directly, and forum players agree.

Yes. When it is occupied you can take a quarry instead of a face-up plantation in every Settler phase, whoever chose the role, but only one quarry. Quarries are still limited by the quarry stack.
