Puerto Rico
What if every cargo ship is full or closed to my goods?
The rulebook states this directly, and forum players agree.

You cannot load, so you are skipped and, if nobody else can load, the Captain phase ends. You then store or lose goods as the storage rules say. A Wharf gives you an extra way to ship.
