Setup
- Place the Control Track in the middle of the play area, with each end facing a player. Place the 5 District Markers on the central space of the track.
- Take 6 District Hexes at random (return the others to the box). Position them face up to form a triangle, with one side of the triangle adjacent to the Control Track.
- Each District Hex has three corners showing a portion of a circle. Rotate the hexes so that complete circles, called platforms, form at the intersections.
- There are twenty-seven interior lines, called passageways, on the board. Each passageway runs alongside two Districts; randomly place one Object Tile on each passageway. Object Tiles are double-sided, so place them showing a random side.
- Place the 4 Statues on the board: one at the center, where six passageways converge, and the other three on the three platforms.
- Shuffle the Achievement Cards face down, then draw three of them (return the rest to the box). Place these 3 cards face up next to the Control Track.
- Each player takes the 13 Secret Passages of the color of their choice.
- Randomly determine the first player. The second player may then move one District Marker 1 space toward themselves on the Control Track.
How to Play
You and your opponent are rival thieves working to build a network of secret passages under the city so you can rob it from the inside out. The city is formed of five different Districts, each offering specific advantages to exploit.
Build your network to gather Objects and accumulate Wealth using the Districts you control. Earn even more Wealth by building a long series of connected passages, collecting matching Loot, stealing Statues, or completing Achievements. Above all, accumulate more Wealth than your rival to steal the most precious thing of all: victory.
Your Turn
On your turn, you must (1) place a Secret Passage, then (2) collect the tile, and (3) move the District Markers. At the end of your turn, check whether you have just triggered a scoring phase.
- Place a Secret Passage: Take a Secret Passage from your reserve and place it on any passageway on the board that still has an Object Tile on it (it does not need to be connected to another passage, or to start at the edge of the board).
- Collect the tile: Take the tile (Loot or Shovel) from the passageway on which you placed your Secret Passage. Set it in front of you, being careful not to flip it over.
- Move the District Markers: The Secret Passage you placed runs alongside two Districts. Move the marker of each of these Districts 1 space toward yourself on the Control Track (if both adjacent Districts are the same, move that marker 2 spaces).
If the tile you collected shows one or two Shovels, also carry out the following moves:

Stealing Statues
If, when you place your Secret Passage, a Statue becomes completely surrounded by Secret Passages (whether yours or your opponent's), you steal it: take it and place it in front of you. Statues earn Wealth and can trigger a scoring phase.
Achieving an Achievement
If you meet the conditions of an Achievement Card during your turn, immediately take the card and place it in front of you. Your opponent can no longer claim it; each Achievement can only be earned by one player. It is possible to earn more than one in the same turn. Achievements score points only during the end-of-game scoring phase.
Example of a Turn
(1) Gabrielle looks over the board and sees a passageway she likes, with a Loot tile (purple) that will let her grow her collection. (2) Gabrielle places one of her Secret Passages on the passageway, then takes the Loot tile and stores it face-up with her other Objects. (3) Finally, Gabrielle moves the markers for the adjacent Districts (blue and white) 1 space each toward her on the Control Track.
Scoring Phases
Two scoring phases take place during the game. The mid-game scoring phase happens when two of the four Statues have been stolen, OR when each player has only five Secret Passages left in their reserve. The end-of-game scoring phase begins when the second player has placed their last Secret Passage. The player who triggers a scoring phase finishes their turn before moving into it.
The same procedure is followed during both scoring phases. Using the scorepad, record your score in the following five categories (summarized on the player aid cards):

Tunnel — Gain 2 Wealth for each Secret Passage that makes up your longest continuous Tunnel. It cannot be cut and cannot double back on itself (but it can cross the same intersection more than once).

Statues — Gain 1 Wealth per Statue you have stolen.

Loot — Gain Wealth for each type of Loot based on how many matching pieces of that type you possess, according to the table below. You do NOT score points for Shovels, which are not Loot.

Districts — For each District you control (i.e. for which the District Marker is on your side of the Control Track), you gain the associated reward. If you are tied for control, no one gains the reward.
- Banking District: Gain 1 Wealth per gold Loot token you possess, plus 5 Wealth.
- Political District: Gain 1 Wealth per book Loot token you possess, plus 2 Wealth per District you control.
- Market District: Gain 1 Wealth per jewels Loot token you possess, 1 Wealth per Achievement earned, 1 Wealth per Statue you possess, plus Wealth equal to the position of the Market District's marker on the Control Track (i.e. the number of spaces from the center).
- Residential District: Gain 1 Wealth per key Loot token you possess, plus 1/2/3/… Wealth for the 3rd/4th/5th/… Secret Passage of your longest continuous Tunnel (each Secret Passage from the third onward earns 1 additional Wealth).
- Castle District: Lose 1 Wealth per Shovel token you possess, and gain 3 Wealth per matching pair of Loot tokens you possess (Shovels do not count).

Achievements — Gain the Wealth shown on each Achievement Card you have earned (note: this step is not performed during the mid-game scoring phase).
And that's it, scoring is complete!
At the end of the mid-game scoring phase, the game resumes with the next player. Nothing is discarded or reset: keep your Object Tiles and Statues, as they will also be used to score Wealth during the end-of-game scoring phase.
Example of a Scoring Phase
In the following example, Gabrielle is the pink player, seated at the top end of the table. She is about to tally her Wealth during the end-of-game scoring phase.
Passages: Gabrielle's longest continuous Tunnel is made up of seven Secret Passages, earning her 14 Wealth.
Statues: Gabrielle has stolen 3 Statues, earning 3 Wealth.
Loot: Gabrielle has 4 brown (key) Loot tokens (10 Wealth), 3 purple (jewels) Loot tokens (6 Wealth), 1 blue (book) Loot token (1 Wealth), and 1 gold Loot token (1 Wealth). So she scores: 10 + 6 + 1 + 1 = 18 Wealth.
Districts: Gabrielle controls the Banking, Market, and Residential Districts, so she earns the rewards for these Districts.
- Banking District: She scores 5 Wealth, plus 1 more from her gold Loot token.
- Market District: She has earned two Achievements (2 Wealth), stolen three Statues (3 Wealth), and the Market District marker is on the "2" space on her side of the Control Track (2 Wealth). She adds 3 more Wealth from her three jewels Loot tokens.
- Residential District: Gabrielle's longest continuous Tunnel is made up of 7 Secret Passages, so she scores 5 Wealth. She adds 4 more Wealth from her four key Loot tokens.
In total, Gabrielle scores 6 + 10 + 9 = 25 Wealth from her District rewards.
Achievements: Gabrielle has completed two Achievements, earning 7 Wealth from them.
Gabrielle accumulates 14 Wealth from her Passages, 3 from her Statues, 18 from her Loot, 25 from her Districts, and 7 from her Achievements, for a total of 67 Wealth for this scoring phase (the game total is the sum of these points and the points earned during the mid-game scoring phase).
End of Game
The game ends once the end-of-game scoring phase is complete. Add up the Wealth earned during both scoring phases; the player with the higher total Wealth wins! In case of a tie, the winner is whoever has the longest continuous Tunnel. If the tie still stands, the player who controls the most Districts is declared the winner.
Achievement Guide
The 15 Achievement Cards (3 of which are drawn into play each game) are:
- Steal 2 Statues (3 Wealth)
- Have a continuous Tunnel made up of at least 6 Secret Passages (3 Wealth)
- Have two unconnected Tunnels made up of at least 3 Secret Passages each — Both Tunnels must be continuous, but not connected to one another. (5 Wealth)
- Completely surround a District — The 4 Secret Passages surrounding the District must all belong to you. (5 Wealth)
- Steal 1 of each type of Loot — Shovels do not count as Loot. (5 Wealth)
- Steal 2 of 3 different types of Loot — Shovels do not count as Loot. (5 Wealth)
- Steal 3 of 2 different types of Loot — Shovels do not count as Loot. (4 Wealth)
- Steal 4 of the same type of Loot — Shovels do not count as Loot. (4 Wealth)
- Control 4 Districts (4 Wealth)
- Control 1 District by 5 or more spaces — The District Marker of a District must be on your side of the Control Track by at least 5 spaces. (6 Wealth)
- Control 2 Districts by 3 or more spaces each — The District Markers of 2 Districts must be on your side of the Control Track by at least 3 spaces. (4 Wealth)
- Control 3 Districts by 2 or more spaces each — The District Markers of 3 Districts must be on your side of the Control Track by at least 2 spaces. (4 Wealth)
- Control 3 Districts and have 1 matching Loot token for each of them — The Castle District and Shovels do not count toward this Achievement. (4 Wealth)
- Have the longest continuous Tunnel at the mid-game scoring phase — In case of a tie, neither player earns this Achievement. (3 Wealth)
- Control the most Districts at the mid-game scoring phase — In case of a tie, neither player earns this Achievement. (3 Wealth)

- Castle: Lose 1 Wealth per Shovel token, gain 3 Wealth per matching pair of Loot tokens (Shovels excluded).
