Can I transfer a die into a column whose rows are all full, or into an executive space?

No. The die must go in the highest open row of the chosen column on the other side, so a full column can't take it. Dice are never placed in the Executive space; a transferred die becomes a regular die and an empty column's top regular row (the 3 row) is used.
