How does transferring a die across the Action table work?

Pay $5 (or $2 with the Passenger benefit, or $0 with the full first flag column), choose a column, take its lowest die, and place it in the highest free row of a column of your choice on the other side. The die must be used immediately, so you transfer on your turn before choosing an action and can do it once per action. Each later turn you may transfer again if you can pay.
