How does pushing work, and can a 2-slot ship push a 3-slot ship?

If the destination dashed rectangle is full you push the occupants forward at no extra movement; pushed ships push others ahead. A 2-slot pushing a 3-slot works because they don't fit together. Ships in lakes or oceans cannot be pushed.
