Can a contract die go on a ship in a loading zone that doesn't match its flag?
The designer said cargo goes only to the matching zone; the rulebook lists the generic and free-action exceptions.

No. A national contract's dice go only on ships in the loading zone matching that flag (for instance an EU die cannot go on a cruise ship sitting in the China zone). Generic-side dice and the clipboard free-action loads are the exceptions and may go in any loading zone.
