What does the free Rail clipboard action do?
The rulebook describes the action, and players agree it cannot move a die off a ship.

It places a die from the warehouse or dice pool, at value 2, into the first wagon of the Rail table, or raises a die of yours already in the first wagon by 2. It cannot take a die from a ship or contract card.
